Purpose and Reason:

This amended rule has been revised to support subsidized employment as established by the TANF Emergency Contingency Fund (ECF). The ECF was created by the Federal Recovery and Reinvestment Act of 2009 (ARRA) providing States with the ability to access ECF dollars to fund subsidized employment. The Department clarified eligibility and timeframes for the TANF ECF program through emergency rule-making May 13, 2010 to ensure that the Rhode Island Works Program encourages and supports RIW beneficiaries and low-income Rhode Islander’s seeking access to employment made available through the implementation of subsidized employment. Amendments to this rule further reflects the collaboration among the Departments of Human Services, Labor and Training, Administration and the local Workforce Boards to implement the time-limited Subsidized Employment under the Temporary Assistance to Needy Families (TANF) Emergency Contingency Fund.
